How this is calculated
To get decimal hours, minutes are divided by 60 and added to the hours, then rounded to two decimal places (8:30 is 8.5, 0:20 is 0.33). To go back, the decimal is multiplied by 60 and rounded to the nearest whole minute, then split into hours and minutes. This matches standard payroll decimal-hour rounding.
