How this is calculated

The weekday comes from the date read as a UTC calendar day, which removes any timezone effect. The day of the year is the count from January 1, and the leap-year flag applies the standard rule: divisible by 4, except centuries that are not divisible by 400.

How is a leap year decided?
A year is a leap year if it is divisible by 4, except for century years, which must be divisible by 400. So 2000 is a leap year but 1900 is not.
What does day of the year mean?
It is the position of the date counting from January 1, which is day 1. December 31 is day 365, or day 366 in a leap year.
